1. Read the consultation as a future contract

An expired certificate, unrecognised signature, oversized file or wrong account can make a bid non-responsive. Finish a working day early where possible.
4. Test price and performance
Rebuild price from work, travel, purchases, security, financing of payment delay, tax, possible withholding and risk margin. A low but undeliverable bid is no win.
After award, organise service orders, deliveries, acceptance records, invoices, claims and payment. Continue monitoring the AE ceiling and service-client rule by collection.
