There is no single price for starting a business in Morocco. The useful cost is the sum of the official file, the address, the advice and the permits, and above all the cash needed to reach the first collected sale. Two SARLs filed through the same platform can end up with radically different budgets when one is domiciled and the other opens a fitted shop with inventory.

The short answer
- Separate the administrative fees from the opening budget.
- Read the amounts shown in DirectEntreprise on the day you file.
- Obtain written quotes for advice, domiciliation and publication.
- Do not treat capital as an expense if it stays available to the company.
- Add the lease, the deposit, the fitting-out works, the permits and the insurance.
- Budget inventory, equipment, packaging, banking and the means of collection.
- Keep a reserve for the first loss-making months.
- Do not put all the cash into fitting out the premises.
1. Price seven separate envelopes
Start with distinct lines. A round estimate such as “formation: MAD 5,000” hides precisely the items that overrun later.
| Envelope | What it covers | How to check it |
|---|---|---|
| Official file | Name, instruments, registration, notices and applicable services | Amounts on the portal, and the receipts |
| Advice | Articles, accounting, legal work or ongoing support | The scope, and a written quote |
| Address | Lease, deposit, domiciliation and charges | The contract, and the cost over twelve months |
| Permits | Applications, studies, inspections and bringing premises up to standard | The sector authority |
| Opening | Works, furniture, equipment, signage and connectivity | Three comparable quotes |
| Goods | Opening inventory, freight, customs and packaging | Quantity multiplied by landed cost |
| Working cash | Wages, rent, suppliers and contingencies before break-even | A monthly plan of receipts and payments |
2. Build the budget without double counting
Work either net or gross of tax, consistently with the treatment your accountant has confirmed, and do not mix the two bases.
- List every payment made before opening, with its date.
- Separate expense, recoverable deposit, fixed asset, inventory and capital.
- Add the annual payments that are often forgotten: insurance, maintenance, hosting and renewals.
- Record supplier terms and any deposits they require.
- Calculate the cash requirement month by month, not just the total.
- Produce a minimum version and a comfortable one.
- Add a contingency margin justified line by line.
Deposited capital is not automatically “gone”: depending on the arrangement it becomes a resource of the company once the formalities are complete. A lease deposit, by contrast, genuinely ties up cash even though it remains recoverable.
3. Use three budgets rather than one misleading total
The amount depends on the business model. Use these scenarios and fill them with current quotes rather than old ones.
| Scenario | Main lines | The dominant risk |
|---|---|---|
| A service run from an admissible address | File, advice, computer, insurance, working cash | Underestimating the time spent without billing |
| Domiciled first, then moved to premises | File, domiciliation, test stock, delivery, tools | Paying for two setups during the transfer |
| A shop receiving the public | Lease, deposit, works, permits, stock, till and staff | Putting all the cash into the site |
Write the real figure in each cell. A range copied from an old article is no substitute for a quote dated 2026, nor for the amount actually requested in your own file.
An estimate is not an official tariff
Charges, requirements and private prices all change. Take every amount from the portal or from a dated quote, then have the accounting and tax treatment validated. This page explains a budgeting method, not a fixed formation package.
4. Where to verify Moroccan costs
DirectEntreprise is the official route for formation. The portal and the connected authorities are the right reference for the file’s charges; OMPIC also explains the role of the negative certificate and the formalities for a legal or natural person.
- To date: every official tariff, quote and its period of validity
- To exclude: forecast revenue, which is not funding
- To confirm: VAT, deductibility and the accounting treatment of each cost
- To retain: the quote, contract, receipt, invoice and proof of payment
For private fees and services, ask what is included: drafting, corrections, follow-up, notices, the first declaration, domiciliation, mail handling and a later transfer of the registered office. The lowest price becomes expensive when every action is billed separately.
5. Connect the budget to the first month of trading
The sales software is only one line in the budget. Its real value is measured by what it prevents: re-keying, till variances, invisible stock, and the absence of figures to steer by.
- Price the whole item: device, printer, drawer, installation and training.
- Compare a one-time purchase, a subscription and the replacement cost over three years.
- Buy only the features the launch actually requires.
- Plan how items, prices and stock will be brought across.
BelloPOS can belong in the scenario of a shop that wants to track sales and stock locally, and since 3.0 the Pro plan also covers accounting and payroll. Test it against your real process; never present it as a compulsory administrative charge.
Mistakes to avoid
- Confusing capital with cost that is permanently consumed.
- Forgetting the lease deposit and the months with no revenue.
- Budgeting inventory at selling price instead of landed cost.
- Accepting a fixed price with no written scope.
- Funding the décor before the permits are secured.
- Working with only one optimistic scenario.
Frequently asked questions
What is the minimum cost of a business in Morocco?
It depends on the legal route, the registered office, the activity and how much professional help you use. Read the current charges in DirectEntreprise, then add the real cost of becoming operational.
Is share capital part of the cost?
It is a resource contributed to the company, not necessarily an expense consumed. Its availability and use depend on the arrangement; keep it separate from charges and fees.
Is domiciliation included in the price?
No, unless a quote says so expressly. Price the contract, the mail handling, the renewal and any future transfer.
Should BelloPOS be counted in formation costs?
In a shop’s opening budget, yes, as an operational choice; among the administrative charges, no.
How much reserve should I plan for?
Calculate the lowest point cash reaches under a cautious scenario, then fund that dip plus an explicitly stated contingency, rather than relying on a magic percentage.
What to take away
The credible figure is not a package price read online: it is a dated table separating charges, contracts, investments, inventory and cash. Fund the journey to the first collected sales before anything else.

Price the operation as well
Once the file is budgeted, prepare the test sale, the inventory and the collection flow. Compare BelloPOS against that concrete need, not against an abstract list of features.
