The right software is not the one with the most badges. It is the one that produces an accurate invoice today, keeps a verifiable trail and can return all your data tomorrow. In Morocco, add three checks: the tax regime actually concerned, the official format when the authority publishes one, and the difference between preparing a file and transmitting it to the DGI.

The decision in seven criteria
- Start from real sales: counter, quotes, deliveries, credit, B2B and credit notes.
- Require a readable invoice and exportable structured data without confusing them.
- Test numbering, VAT, corrections and complete retrieval before comparing price.
- Check what works without internet and what depends on a remote service.
- Demand evidence for every DGI, API, approval, format or mandatory-date claim.
- Compare three-year cost including migration, support, backups and exit.
- Have your accountant validate the tax result, not merely the sales demonstration.
1. Write down your workflow before opening a pricing page
A restaurant that occasionally invoices a company lunch, a wholesaler making partial deliveries and a consultant issuing ten invoices a month do not need the same tool. For one week, record where each document begins, who approves it, what the customer receives and what goes to the accountant. Use our B2B versus B2C guide if you serve both.

Add volumes: tills, invoices per day, lines per invoice, users and years of history. Software that feels quick on one demo invoice can become confusing on the hundredth. Ask who may create drafts, assign a legal number, cancel, issue a credit note and repeat an export.
2. Check the invoice before checking the XML
Structured data does not repair a bad identity. Start with mandatory Moroccan invoice fields, continuous numbering, VAT rates, rounding and totals. Then create a business customer, a sale with two rates, a discount, a partial payment and a credit note. Compare the customer document, journal and export.
- Identity: Seller and buyer must be stored as data, not pasted into an image or free note.
- Numbering: A draft need not consume the legal number; issue must prevent duplication and reuse.
- Tax: Line detail, bases and totals must recompute without a hidden difference.
- Correction: An issued item stays in history; the correction creates a trail and the right document.
- Payment: Cash, card, transfer and credit must not silently change the amount invoiced.
- Archive: A tested restore is worth more than a backup button nobody has tried.

3. Test electronic invoicing without accepting vague words
Write six questions and require demonstrable answers. Which schema and version are produced? When is the file frozen? Can integrity be checked? Where does it wait offline? How is a period exported? Which channel actually transmits it? The electronic-invoicing FAQ fixes the legal vocabulary before the test.
- Issue a test invoice with seller, buyer, ICE, two lines and VAT.
- Open the structured file and find every value without visual recognition.
- Change one character in a copy and confirm that the fingerprint differs.
- Disconnect the internet, issue another item and locate it in the local queue.
- Export a day or month and reconcile numbers, states, amounts and files.
- Ask to see a real receipt if the vendor claims direct transmission.
- Have your accountant read a sample before signing or migrating.
As at 29 August 2026, the official sources reviewed confirm development of the DGI portal but do not publish, in the cited passage, a mandatory national schema, universal access or one date for every business. A vendor can prove what its software produces; it must not turn its technical choice into public approval.

A “DGI compliant” badge is not a specification

4. Compare total cost and the ability to leave
The displayed price is one line. Over three years, add installation, extra devices, users, modules, storage, backups, training, migration, support, updates and possible transmission. For a one-time licence, check what remains included. For a subscription, calculate the expected volume and what happens when payment stops.
- Entry cost: Licence or subscription, setup, hardware and initial import.
- Operating cost: Users, volume, storage, assistance and required modules.
- Risk cost: Internet downtime, database loss, VAT errors, excessive rights and missing audit.
- Exit cost: Complete export, attachments, retraining and double-check period.
Plan the exit before entry. Who returns the database, in what format, with attachments and invoice-to-credit links? How long does restoration take after failure? Can old invoices be read without an active licence? A low price becomes expensive if the next move requires re-entry.

Should I request PDF or XML?
