CNSS employer affiliation in Morocco: prepare the first hire without confusion

Separate company affiliation, employee registration, salary declarations and contribution payments before the first hire starts.

A first hire creates several administrative actions, not one button. Affiliation identifies the employer at CNSS; registration identifies the employee; salary declarations and contribution payments follow. Prepare all four flows before the start date.

First-employee timeline

  • Confirm the relationship is employment.
  • Fix the exact legal employer.
  • Prepare the CNSS affiliation file.
  • Act no later than one month after the first employee or apprentice, according to eRegulations.
  • Check the affiliation number received.
  • Register every employee who must be registered.
  • Organise periodic declarations and contributions.
  • Report employer changes.

1. Do not mix four files

The employer number is not the employee number. A registration receipt is not a salary declaration.


2. Prepare the employer file

The checked eRegulations page refers to these items; the live CNSS list and actual profile prevail.

  1. Affiliation application form.
  2. Identity of the authorised representative.
  3. Trade Register certificate.
  4. Professional-tax registration certificate.
  5. Declaration of operating-place addresses.
  6. Current staff schedule.
  7. Employee registration applications and evidence.
  8. Additional sector documents where required.

Temporary staffing, security, cleaning, fishing and other regulated sectors may require an extra authorisation or record. Do not transplant an ordinary retailer’s checklist.

3. Install control before payroll

Every employee needs a source record before the first declaration.

Review the first declaration and periodically reconcile actual headcount, contracts, payroll, declaration and payment.

Documents, channels and sector cases can change. Check the competent CNSS portal or office before filing, especially for a special case.

4. Report changes

Name, address, form, representative or other affiliate data should not remain different from the RC and professional-tax records. A published CNSS form says identification or situation changes should be reported within a month.

  • Company change: affiliate form and evidence
  • Employee change: insured-person form and proof
  • New place: address and status to report
  • Cessation: social, tax and legal coordination

For an employee correction, use the insured-person amendment path and evidence. Do not create a new registration merely to fix a date or name.

5. Limit the sales tool’s role

Shop schedules and roles can support internal control, but they are neither payroll nor a CNSS declaration; Pro’s payroll runs from contracts, not from till hours.

  • Create a named account per person.
  • Remove access on the exit date.
  • Compare active users to headcount.
