In commercial practice, a quotation primarily seeks acceptance of an offer. A proforma invoice primarily presents a proposed transaction in an invoice-like but clearly provisional form. Neither replaces the final invoice. Use what the real process requests, label it and keep it outside the invoice series.

Choose in six answers
- Agreement on scope, price and deadline: quote.
- Preliminary presentation requested by a process: proforma.
- Billable sale/service: final invoice.
- Numbering: commercial references separate from invoice series.
- Accounting: neither title alone is the final sales invoice.
- Customs: verify the precise procedure; do not generalise.
1. Compare function, not layout
Both can show parties, lines, quantities, prices, estimated taxes and a total. The useful difference is the request being answered.

If the goal is customer agreement, a detailed quotation is usually clearer. If an actor explicitly requests a proforma, ask for its required fields.
2. The customs case: be precise
PortNet specifies a proforma when submitting a file for pre-assessment in its workflow for certain certificates of conformity, and a final invoice later. That supports this specific CoC flow; it does not show that every Moroccan import always requires an identical proforma.

Confirm requirements with the freight agent, bank or authority. A general article cannot replace file instructions.
3. Keep proforma outside invoicing
It must be impossible to confuse in software, PDF and archive.
- Choose quote/proforma from request.
- Use dedicated commercial reference.
- Print “not an invoice”.
- Do not consume next invoice number.
- State date, duration and intended use.
- Add currency, transport and origin if required.
- Keep version and recipient.
- Create new version for changes.
- After transaction, issue validated final invoice.

“Invoice” in the name does not make it a tax invoice
Layout, stamp or gross total does not turn a proforma into the final invoice. Calling a real transaction “proforma” does not change reality either. Have the accounting owner classify it.
