1. Read the list as a classification
The decree covers many small-scale manufacturing, retail, craft and service activities. It is not a general permission for everything resembling those families.

3. Separate eligibility from authorisation
Presence on the list neutralises no operating rule.

The appearance of “Internet sales” or a production activity on a list does not authorise importing, food handling, transport or premises without their own rules.
4. Build classification evidence
When two labels look plausible, ask a written question describing the offer, clients, location and payment basis.

- Client: who buys
- Payment: which result it buys
- Place: where the activity happens
Keep the response, screenshot or receipt with the list version. Recheck before adding different revenue.
5. Configure after the decision
The approved category should remain visible in operations.
- Clearly named products and services.
- Consistent unit and price.
- Payment linked to the right sale.
- Category retained in exports.
- New offer blocked until checked.
